THE FOUNDING OF THE INTERNATIONAL COLLEGE OF SURGEONS
Dr. Max Thorek founded the International College of Surgeons in 1935. We are proud what has been achieved over 80 years! While many reasons for the enduring global presence of the ICS may be cited, one very solid reason is one of the founding principles – addressing and fulfilling the need of human kind for the very best healthcare possible, from low to middle to higher income countries on this planet. Of the many expressions by Dr. Thorek, “science has no fatherland, but the world”. “We must share experiences, discoveries, and research for the sake of science and mankind”.
Article 1: CELEBRATION OF ICS 80 YEARS ANNIVERSARY
Prof. Arnold Jirasek served as the first World President of the International College of Surgeons (1936-1938). Prof. Jirasek, Head of the Department of Surgery, University of Prague, Czechoslovakia, was particularly recognized for his work in the development of a Czech school of modern neurosurgery.
The Czechoslovakia Section of the International College of Surgeons was inaugurated on May 30, 1967, with the granting of a formal Charter. The first officers of the Section were President Dr. Emerich Polak, Secretary Dr. Antonin Kostelecky, and Treasurer Pro Dr. J. Padovec.
It is therefore most appropriate that the 80th Anniversary celebration, the Jubilee Congress, September 9-12, 2015, occur in Prague, Czech Republic, organized under the enthusiastic leadership of Prof. Karel Novak and his equally committed Fellows in the ICS Czech Section. Prof. Novak came to ICS Headquarters in Chicago in August, 2013, with excitement and enthusiasm for this 80th Anniversary Celebration. The College is most appreciative of Prof. Novak for his organization of the Jubilee Congress, giving respect and tribute to the ideas of our founder, Dr. Max Thorek and the 1st World President, Prof. Arnold Jirasek. Thank you Prof. Novak and all other Fellows in the ICS Czech Section, we are grateful to you. Please come and join us to celebrate our legacy. Your presence will be a memorable moment of this historic celebration.
Article 2: PATRON MEMBERSHIP
Earlier in 2015, the International Executive Council approved a new category of membership entitled PATRON FELLOW. Briefly, a Patron Fellow is a Fellow in good standing who may obtain this designation for a period of twelve months, during which he or she donates, in addition to such membership dues as may be otherwise required, the sum of USD500 payable directly to the ICS parent body Headquarters. The designation of Patron Fellow entitles the Patron Fellow to wear a special name tag with ribbon recognizing his or her status as a Patron Fellow.
We have a number of Patron Fellows already and their respective names will be shown on a poster in Prague and Pilsen at the ICS Jubilee Congress, September 9-12, 2015. The names of the Patron Fellows will also be shown in the September issue of EMAIL NEWS. I urge you to become a Patron Fellow in respect of the celebration of the 80 years of existence of the International College of Surgeons. Article 3: ASIA AND PACIFIC FEDERATION CONGRESS
The ICS Asia Pacific Federation Congress, and the 66th Annual Convention of the ICS Philippine Section, will be conducted on November 21-22, 2015, in Manila, Philippines, at the Diamond Hotel in Manilla. Dr. Jesus Sison, President of the ICS Philippine Section, and Dr. Francis Decangchon, Chairman, Organizing Committee, have established the theme of the Congress “Broadening Our Boundaries: Excellence in Surgery”. A research paper contest will occur, open to all surgical residents of the different training hospitals, local and International, with submission of entries being required on or before September 30, 2015. Announcement of the five (5) finalists will be made on October 30, 2015. A session on humanitarian surgery will be presented. Article 4: COUNCIL OF FEDERATION SECRETARIES
The Council of Federation Secretaries consists of all incumbent Federation Secretaries, with the incumbent World Corporate Secretary serving as the Chairperson of the Council. The primary purpose of the Council is to coordinate policies and actions to be followed around the world in reference to communications, membership, and meetings. World President Professor Yik-Hong Ho strongly encouraged the activation of the Council of Federation Secretaries. World Corporate Secretary and Chair of the Council, Dr. Easaw Thomas, called a teleconference meeting of the Council on August 1, 2015. Dr. Clement Chan, Asian Federation Secretary, was elected as the Vice Chair of the Council. Communications and responsibilities of Federation Secretaries were reviewed, with each Federation Secretary providing a brief overview of activities in the respective ICS Federations. Dr. Frank Schulze, European Federation Secretary, very kindly provided the portrayal on the right, showing the locations of incumbent Federation Secretaries, that dramatizes the global presence of the ICS.
