Message From World President, Prof. Yip-Hong Ho

Dear International College of Surgeons Fellows:

At this wonderful time of the year, we are all are filled with hope for the world and all persons therein. The circumstances around us may remain difficult with problem issues including a slow global economy, violence, and climate warming. Despite these challenges, it is a most exciting time to be a Fellow in the International College of Surgeons. I take this opportunity to send this brief Holiday message to you, as I complete the first year of my two year World Presidency term.

This year, we celebrate the 80th Anniversary of the International College of Surgeons founded by Dr. Max Thorek – the College was officially incorporated 80 years ago. In a time when many other International or global medical organizations have since failed, our College has survived and continues onward into the future. Think about this for a moment – how many of us have had the opportunity to celebrate the 80th anniversary of anything in our lives. We should be very thankful indeed for all the ICS Fellows who have preceded us and the stewardship that they have rendered, so that we can continue to strive towards our vision to “improve the lives of patients through the development and education of our members and advancement of the medical field”.

As we enter calendar 2016, we have a well performing International Museum of Surgical Science, a rapidly improving Journal, International Surgery, and a global membership that has held steady for the past 10 years, and continues to do so.

We stand tall and proud of our resilience; time and again in the history our College, our principles and values have risen above all manner of adversities. We recognize that our membership is currently better served by quality regional meetings, rather than having everyone travel long distances to participate in a single International meeting. Very successful Federation meetings were held in Paraguay, Prague & Pilsen (Extraordinary Jubilee World Congress), and Manila. We recognize that we are what we are today because of the very significant contributions of our Fellows, many of whom have not been appropriately recognized to date. Therefore, the prestigious Emeritus Fellowship has been recently revived; we are pleased that worthy recipients to date have been Prof. Paul Hahnloser, Prof. Angel Vannelli, and Dr. Carmencita Gotauco. Prof. Ken Takasaki will be officially conferred with the Emeritus Fellowship at the 40th Biennial World Congress in Kyoto in 2016. We recognize the real need to sell the building at 1516 North Lake Shore Drive and have proceeded to list the property on the market with the support of the International Board of Governors as well as the co-owning United States National Section. The property has incurred major natural wear and tear issues over the passage of time. We need to be relieved of the burden of very significant maintenance, as well as the very real threat of related legal liabilities so that we can focus our resources on preserving our heritage at 1524 North Lake Shore Drive Museum Building and on preparing the College for a continuing, enduring future.

We look forward to a great year in 2016. We have many good things on our horizon, starting with an exciting meeting scheduled in Lima, Peru, in February in reference to humanitarian surgery. Another humanitarian surgery meeting and the site visit to the ICS Humanitarian Surgery Project will likely be held in Ambon, Indonesia, in April. The new Fellows in Poland are actively recruiting membership and an inaugural meeting to commemorate incorporation of the ICS Poland National Section will likely be held in June. At the same time, interest in ICS is growing in Korea and plans are in consideration for an inaugural meeting of the ICS Korean National Section in September, if forming such a section in an important country comes to fruition. I would like to thank everyone who expressed interest in teaching at the Nanjing Minimally Invasive Surgery laboratory. I am pleased to advise that Dr. Patrick Chen has taken the lead in working with Prof. Yue Ming Sun to organize the first of these teaching sessions as soon as possible. In addition, Prof. George Tsoulfas, who was appointed Chairman of the Special International Committee on Clinical Placements by the International Executive Council, has embraced this role enthusiastically. I look forward to seeing the first of these international trainee clinical attachments in the coming year. And of course, the 40th Biennial ICS World Congress will be held in Kyoto, Japan, in October 2016 after which I look forward to handing over the reins to my good friend, the very capable Prof. Manuel Huaman a few months later. I thank each and every one of you for your Fellowship in the International College of Surgeons and look forward to entering 2016 with you in a spirit of commitment and enthusiasm.

WHAT’S NEW

Article 1: ICS WORLD PRESIDENT-ELECT PROFESSOR MANUEL HUAMAN ELECTED TO POSITION OF VICE PRESIDENT, ACADEMIC AFFAIRS, RICARDO PALMA UNIVERSITY, LIMA, PERU

Prof. Manuel Huaman, ICS World President Elect, was elected to a senior position in the Ricardo Palma University of Vice President Academic Affairs. Prof. Huaman had been serving as Director of the Medical School at Ricardo Palma University. We give our sincere congratulations to Prof. Huaman for his being elected to this important position.

Article 2: ICS ASIA/PACIFIC FEDERATION CONGRESS IN MANILA, PHILIPPINES, NOVEMBER 21-22, 2015

The ICS Asia Pacific Federation Congress, and the 66th Annual Convention of the ICS Philippine Section, was conducted on November 21-22, 2015, in Manila, Philippines. Dr. Jesus Sison, President of the ICS Philippine Section, and Dr. Francis Decangchon, Chairman, Organizing Committee, conducted an excellent scientific meeting with the theme “Broadening Our Boundaries: Excellence in Surgery”. Prof. Ho and Dr. Sison presented an Honorary Fellowship to the Philippine national legislative leader, Senator Alan Peter Cayetano, who is responsible for passing numerous legislative bills to improve and enrich health care delivery in the Philippines. We commend Dr. Jesus Sison, Dr. Francis Decangchon, and all other ICS Fellows in the ICS Philippine Section for their efforts and for this extraordinary scientific Congress

Article 3: DR. CARMENCITA GOTAUCO PRESENTED WITH AN ICS EMERITUS FELLOWSHIP IN MANILA, PHILIPPINES, NOVEMBER 22, 2015

Dr. Carmencita Gotauco was presented an ICS Emeritus Fellowship in Manila, Philippines, during the ICS Asia/Pacific Federation Congress. Dr. Gotauco is a most worthy recipient of this Fellowship based on her enthusiastic commitment to the medical profession and to the International College of Surgeons. She served in a number of leadership positions in the Philippine Section, including first woman elected as Philippine Section President. Dr. Gotauco also served in several capacities in the International parent body governance, including Pacific Federation Secretary, World Treasurer, and World 1st Vice President. We heartily congratulate Dr. Carmencita Gotauco and give her best wishes from the ICS, as she continues her practice in Obstetrics, Gynecology, and Cytology.

Article 4: THE IV INTERNATIONAL COURSE OF SCIENTIFIC AND TECHNOLOGICAL ADVANCES IN MEDICINE AND SURGERY, SPONSORED BY THE ICS AND RICARDO PALMA UNIVERSITY MEDICAL SCHOOL, LIMA, PERU, OCTOBER 29-31, 2015

Under the excellent leadership of ICS World President-Elect Prof. Manuel Huaman, a very successful combined conference was conducted in Lima – the IX International Course of Scientific and Technological Advances in Medicine and Surgery, in combination with the VIII Conference on Medical Education and Primary Health Care. The Ricardo Palma University Medical School organized a joint conference on the campus with the International College of Surgeons Peruvian Section. Dr. Guido Parquet, ICS Latin American Federation Secretary, Paraguay, Dr. German Terrazas, President, ICS Bolivia Section, and Mr. Max Downham, International Executive Director, attended and made presentations. Over 500 delegates attended the joint conference. Attendees included professors and physicians from Lima and surrounding areas. Congratulations are extended to Prof. Manuel Huaman for this excellent Conference.

Article 5: WORLD HEALTH ORGANIZATION (WHO) ACTIONS TO IMPLEMENT RESOLUTION “STRENGTHENING EMERGENCY AND ESSENTIAL SURGICAL CARE AND ANAESTHESIA AS A COMPONENT OF UNIVERSAL HEALTH COVERAGE”

This year has been an action oriented year with the passage by the World Health Assembly in May, 2015, of the resolution entitled “Strengthening Emergency and Essential Surgical Care and Anesthesia as a Component of Universal Health Coverage”.

WHO focus has shifted to implementing the resolution. A special meeting by invitation only was conducted in Geneva on September 21-22, 2015, to initially focus on this topic. ICS International Executive Director, Max Downham, was invited to participate. Discussion and work focused on development of funding and other resources; access, integrated systems, and partnerships; data collection, analysis, and sharing: evaluation and monitoring; essential medicines and narcotics policies; and training, competence, and credentialing and oversight. The WHO primary thrust is one of implementing via the cooperation of National Ministries of Health. This is absolutely necessary in terms of budgeting for surgical care, establishing plans to bring improved surgical care to those in need, and monitoring implementation data.

Article 6: HOLIDAY GREETINGS FROM THE ICS HEADQUARTERS

As the year comes to a close, we thank you for being involved as Fellows of the ICS, in return allowing us the privilege to give back to those in need around the world. We send our very best wishes to all of you and your families for safe Holidays and a happy, healthy and successful New Year!
